Thenew Apple Watch ultra has dual frequency GPS which is much more accurate. With my series 5, it always tracked my runs in squiggly lines since I live somewhere hilly with some tree cover. Cellularmeans the watch can operate independently without the phone within range (calls, texts, music streams, etc) and without wifi (provided you have data) Although stored music can still stream from non cellular as can podcasts. and a limited number of stored photos can be viewed.
